Q.How do you differ from AI detection tools like GPTZero? How accurate is your forensic analysis?
A.The key difference is that we are not a service that presents statistical probabilities — we produce evidence documents that can be directly used for risk decisions. Our standard is provability, not accuracy competition.

General AI detection tools analyze statistical features of text and present estimates such as 'X% probability of AI generation.' While useful as reference information, probability scores alone are insufficient as a basis for decision-making in contexts such as negotiations, audits, internal disciplinary actions, or contract evaluations. Accordingly, we do not provide answers in the form of 'X% accuracy' probability scores.

We provide definitive findings only when generative traces can be technically and logically demonstrated from the submitted materials, and when those findings are explainable. Conversely, when technical proof is difficult even for experts, or when AI usage traces exist but do not constitute a critical risk to the organization, we provide objective advisory including that assessment. We deliver solutions that support practical decision-making — not mechanical tool-based verdicts.
Q.Do you receive vendor funding or have conflicts of interest?
A.We receive no funding from specific vendors, no sales commissions, and no grants. UTIE Instruments is an independent, vendor-neutral AI governance research and advisory firm that does not depend on the interests of any specific AI vendor, reseller, implementation partner, or grant-making institution. We do not provide adoption-driven sales support; based on evidence, we advise whether an AI system should be deployed or suspended.
Q.Is personal and confidential information protected?
A.Yes. We follow the principle of data minimization. Because our analysis and advisory services are based on logical structure, generative traces, and technical expertise, personal information such as names, addresses, and specific monetary amounts is generally unnecessary. We recommend redacting confidential materials in advance and avoid collecting or retaining personal information that is not needed for the analysis. If an external AI service is used to assist the analysis, the data transmitted is limited to the minimum necessary and handled under the processing conditions agreed in advance. Clients may also prohibit any transmission to external AI services.
Q.Can we prohibit data transmission to external AI services?
A.Yes. Under our Confidential Processing Option, clients may select one of three conditions for each engagement: (1) external AI use permitted with data limited to the minimum necessary, (2) external AI use permitted only for anonymized, redacted, or extracted information, or (3) no transmission to external AI services. We identify in advance any external AI services that may be used and the scope of data that may be transmitted. If external AI transmission is prohibited, part of the analysis is replaced with local processing and manual verification, which may affect delivery time and fees.
Q.Do you handle cross-border cases in English? Are video conferences available?
A.We support both Japanese and English, but communication is strictly limited to text-based (written) formats. In the forensic domain, where subtle logical distortions and interpretation of technical terminology are critical, video conferences through oral interpretation introduce noise — fatal omissions of nuance and accountability disputes over verbal exchanges. To ensure technical accuracy and objective evidentiary value, we do not conduct interviews via in-person meetings, phone calls, or video calls.
Q.Are real-time chat or text-based meetings available?
A.We adopt asynchronous communication via email as a principle to maximize the precision and resource allocation of our deliverables. Real-time support or text-based meetings (presence on Slack, Teams, etc.) are available only for clients under ongoing retainer agreements or engagements with a special option (additional fee).
Q.How do I request an AI Quick Consultation?
A.Please use the Contact page, select AI Quick Consultation, and include whether you prefer 30 or 60 minutes, your preferred time slots (first to third choice), preferred chat tool (Chatwork / Slack / Google Chat), and a brief description of what you would like to discuss. After confirming availability, we will provide the consultation method and payment instructions.

AI Quick Consultation is an initial text-chat consultation held in a reserved time slot. It is suited for quickly clarifying whether to adopt AI, how to evaluate a vendor proposal, workflow replacement and staffing considerations, or internal AI-use rules. It does not include a formal written opinion, internal approval document, or detailed technical forensic report. If a document is required, we will recommend the AI Implementation Second Opinion or the appropriate formal service.
Q.What is the basic process from inquiry to delivery?
A.We eliminate unnecessary time constraints and complete engagements through the following streamlined and secure process.
❶ Inquiry: Please send an overview of your case via email.
❷ Assessment & Quotation: We confirm data format and volume via email, then provide a quotation and timeline.
❸ Data Receipt & Analysis: We receive materials and conduct technical validity verification and risk assessment in an offline environment.
❹ Document Delivery: We deliver findings reports, evaluation reports, advisory documents, etc. (PDF) with clearly stated analytical perspectives and objective evidence, completing the project. Internal processing environments, work records, and analysis procedure logs are not subject to disclosure.
Q.Do you accept requests from both individuals and organizations?
A.We primarily serve corporate and institutional clients, but also accept individual cases where the purpose is clearly defined and text-based. Our deliverables are documents used for decision-making, accountability, and audit compliance — we therefore prioritize engagements where the purpose, context, and intended recipient are defined. Individual consultations are also accepted provided the intended use is clear, a submission destination or decision purpose exists, and document-based delivery is the premise.
Q.Why is there no "Cookie Consent Banner" on this site?
A.Because we do not engage in any tracking. Many companies use cookies to track users for marketing purposes and display consent banners to obtain permission. UTIE Instruments, in accordance with the principle of Data Minimization, stores no tracking files of any kind in your browser. Therefore, there is no need to request your consent.
Q.How long does it take from assessment to delivery?
A.The time from completion of the initial assessment to delivery of deliverables (documents, reports, advisory) varies depending on the type and complexity of the engagement. As a general guideline, AI adoption second opinions and standalone technical basis documents typically take a few days to one week; complex forensic engagements typically take one to two weeks. The official delivery timeline will be confirmed at the assessment and quotation stage. For AI-generated content forensic services, we handle the full engagement as a single continuous case — from evidence construction through strategic planning in response to the counterparty's actions. Our role is strictly limited to providing technical basis and strategic advisory; decision-making, negotiation, and filing are carried out by the client.

AI-Related Incident Databases Surpass 200 Cases
The AI-related incident databases published by our research institute surpassed 200 cases on August 31, 2026. We continue to collect and classify direct harm caused by AI use, harm to legitimate users and third parties caused by the mass distribution of AI slop, and cases in which attachment to AI chatbots resulted in actual harm.

COPE Report Concludes Springer Nature / Discover Artificial Intelligence Did Not Follow an Adequate Peer-Review Process in an AI Peer-Review Case
The COPE subcommittee reviewed the report submitted by UTIE Instruments' representative by examining Springer Nature's response at the peer-review process level, rather than the AI peer-review incident itself. The report states that the journal's follow-up was conducted only by the editor whose conduct was the subject of the complaint and therefore lacked independence, and that the peer review was not handled in accordance with the normal standards required by COPE. In addition to the original three-page COPE report, the public PDF includes a separate UTIE Instruments addendum.

In response to the growing moderation burden caused by the rapid increase in AI-generated submissions, UTIE Instruments conducted multiple direct exchanges with the Chair, CS Section of arXiv. The discussion focused on current issues in endorsement systems and single-dependency on email domains, KYC-based submitter verification for arXiv, and countermeasures against spam paper submissions.

AI doesn't just fabricate facts. It hands you the right ingredients with an impossible recipe — this is 'Resolution Fraud.' Coined by UTIE Instruments in 2025, the concept describes a new deception pattern where AI returns seemingly accurate responses that fail to actually solve the user's problem. EU AI Act: Growing Confusion Ahead of August 2026 Full Enforcement — Our Position
On August 2, 2026, the EU AI Act's high-risk classification and transparency obligations become fully enforceable. Yet the European Commission has already missed its Article 6 guidance deadline, and standardization bodies failed to deliver technical standards on time. The Digital Omnibus package may push deadlines to late 2027. Our position: this chaos is the real problem. AI-generated content has already infiltrated contracts, academic papers, and patent filings—long before any regulation catches up. Waiting for the law to crystallize is itself a risk. Technical authenticity verification is needed now, regardless of regulatory status.

No Penalties, Voluntary Compliance — Japan's AI Promotion Act
Japan's first AI-specific law — the 'Act on the Promotion of Research, Development and Utilization of AI-Related Technologies' — enacted in June 2025, stands in stark contrast to the EU AI Act. It contains no penalties, and the government's authority is limited to 'guidance and advice.' Our position: when AI-generated content causes harm in the Japanese market, victims currently have no clear legal basis to rely on. Existing laws (criminal code, copyright, privacy) are applied by analogy, but AI-specific misconduct — such as AI-generated peer review fraud or defective AI-drafted contract clauses — has effectively zero legal coverage. The fact that we had to escalate the Springer Nature case to an international body (COPE) is a direct consequence of this institutional vacuum.

COPE Accepts Our Complaint — Convenes Formal Committee Against Springer Nature
Based on evidence independently constructed by our Principal in a personal capacity in 2025, COPE's assigned officer and subcommittee have commenced investigation and deliberation regarding Springer Nature's AI policy administration and peer review process violations. A significant precedent in academic publishing governance.

Collection and Use of Information

We collect contact information (name, email, organization) to the extent necessary for service delivery. Entrusted documents and data themselves are used only for the relevant engagement. However, insights and patterns derived from entrusted data may be used for our research and development and statistical compilation after they have been anonymized and abstracted so that no individual, organization, or engagement can be identified.

Third-Party Services and External AI

Except where required by law, we do not disclose or provide engagement information to third parties without the client's agreement. If an external AI service is used to assist the analysis, we identify the service and the scope of transmission in advance and limit the data to the minimum necessary. Clients may permit external AI use, permit it only for anonymized, redacted, or extracted information, or prohibit transmission to external AI services. When external AI transmission is prohibited, entrusted materials are not transmitted to any third-party AI service.

Data Retention and Deletion

Entrusted materials themselves are permanently deleted in an unrecoverable form in accordance with our destruction protocol. Deletion certificates are available upon request. Anonymized and abstracted information created under the preceding section is managed separately from the original entrusted materials and is not used to re-identify any individual, organization, or engagement.

Nature of Forensic Findings

Forensic reports represent analytical findings based on our proprietary technical methodology. They do not guarantee legal conclusions or judicial enforceability. The manner in which reports are utilized is determined at the client's discretion and responsibility.

Confidentiality

We maintain strict confidentiality obligations regarding all engagement information. Except where required by law, the existence, content, and results of an engagement will not be disclosed to third parties without the client's prior written consent. Any use of external AI services to assist the analysis, including the service used and the scope of transmission, is governed by the processing conditions agreed in advance. When external AI transmission is prohibited, entrusted materials are not transmitted to any third-party AI service. Entrusted documents and data themselves are used only for the relevant engagement. However, insights and patterns derived from entrusted data may be used to improve our technical knowledge, for research and development, and for statistical compilation after they have been anonymized and abstracted so that no individual, organization, or engagement can be identified.

Our liability is limited to the fees paid by the client for the relevant engagement. We are not liable for indirect damages, lost profits, or reputational harm.
